Because just about anything in Equestria can fly without wings.
There is a butterfly wing spell and levitation abilities, plus easy build candy copters by Pinkie Incorporated.
Also Trixie would want to try being a real hero after her failure to beat an ursa minor. (The 'I am upstaging you' personality would be a nice call back really)
But it wouldn't be a big dissapointment if it wasn't Trixie. However Sethisto would make a petition to make a my little Trixie cartoon show afterwards.

RD is the new hero, a manifestation of the greatness she wants to be, but it's all a sleep walking incident that she doesn't remember when she's awake (remember she constantly naps during the day) and gets jealous/insecure when she's told about it when she's awake.

VastaKustutaBoth Fluttershy and Trixie have smooth hair, where as the hair in the picture is more edged. On the other hand, both Derpy and Scoots have jagged edges in their hair so I'd think their more likely. Yay for over-analyzation!

Don't get me wrong, but Derpy should be nothing more than a background pony that sometimes appears in a funny scene, like in Luna Eclipsed. Giving her a voice and a big role in a story doesn’t feel right.
VastaKustutaTherefore I think the mysterious mare is either a new character or Fluttershy. Sure Fluttershy as super hero that steals stuff seems to be a bit weird, but maybe she has a good reason that involves animals. And she only steals it because every time she wanted to borrow some thunder Dash was busy with something else and thus Fluttershy never had a chance to talk with her.
What if Rainbow Dash has schizophrenia? Maybe she IS the Mysterious Mare Do Well, but she doesn't remember when she transforms or her alter personality takes over?

It's obviously Spike. He's the new Rainbow Dash you know.
VastaKustutaI love that the silhouette leaves open the possibility for a Pegasus, unicorn (is that a horn or her opposite ear?) or earth pony. The roguish look of her suggests more of a Batman type, in which case flying wouldn't be necessary (the cape would interfere with wings anyway) and again leaves open the earth pony route (since Batman has no powers).
VastaKustutaThe show likes tropes, so a mild-mannered, least-expect-it alter ego would be likely. It would be a writer's stroke of genius to have Derpy's comical screw-ups be a bumbling Clark Kent act, allowing them to have as many dopey Derpy moments as they like and still have the character be smart. If it is Derpy, I expect the masked mare will not speak and will have all-white eyes under the mask. Any revelation of her identity would be just for the audience alone in the very final scene.
I could easily see it being Twilight as well, although her original dramatics would likely be unintentional in the act of helping someone out. But once people started imagining they saw a superhero and Dash started talking smack about it, I could see her purposefully dressing up to teach Dash a lesson.
Of course, if we are talking about an intimidating masked mare of the night, we should toss Luna out there. She definitely has a flair for the dramatic.
There's the possibility that they will intentionally leave it unsolved to let fans speculate and/or to revisit it again (as with Mysterion.)
Finally, if it's a new character whose identity is revealed, I expect as heavy of foreshadowing as there was with Tank, so expect the chat to erupt with people calling her identity within seconds of her speaking/appearing on screen.
I'm home from college for thanksgiving break, so I get to watch the new episode on TV instead of youtube for once!
