The hookah smoked by the Caterpillar was clearly intended to contain tobacco, as John Tenniel's illustration for that character has tobacco-like plants in the background. (Granted, tobacco is an extremely addictive drug, but I don't think it's what you were complaining about.)
As for the blatant shipping, it's not my thing either, but neither is it going away; as much as possible, I just try to ignore it. After all, there's quite a few bronies that don't care for the Derpy/Dinky fanon relationship, but they usually hold their peace when images like #46 are posted.
